To obtain a Thai car or motorcycle licence, use DLT conversion if you hold a valid matching foreign category; otherwise use the Thai training-and-test route. A car licence alone never authorises a rental scooter. A visitor with the correct recognised foreign documents may be able to drive without first obtaining a Thai licence; someone seeking a Thai licence should request conversion for each valid foreign category they hold and use the testing route for a category they do not hold. Start by checking your original licence, its expiry and restrictions, then confirm your document and appointment route with the Department of Land Transport (DLT).
Choose your route before paying for a vehicle
| Your position | Practical route | First action |
|---|---|---|
| Short visit; valid car or motorcycle entitlement and appropriate international documents | Check the foreign-document route below for that vehicle. | Ask your home licensing authority or authorised IDP issuer to confirm the convention, category and validity; check the rental agreement separately. |
| Foreign employee with a valid matching licence | Ask DLT to assess conversion. | Send the receiving office your licence details and identify the work-permit/address evidence you can provide. |
| Foreign spouse or long-stay resident, without a work permit | Conversion if you have a matching licence; testing if you do not. | Arrange the accepted official residence evidence. Employment is not the only documented address route. |
| Car entitlement only, but you want a scooter | Obtain motorcycle entitlement through the relevant testing route. | Book motorcycle training/testing; use other transport until you hold valid motorcycle documents. |
| Expired, missing or unaccepted foreign licence | Resolve its validity/certification with the issuer, or apply through Thai testing if eligible. | Ask DLT exactly why the evidence fails before paying for a replacement or translation. |
An appointment, training certificate or pending application is not a driving licence. Plan transport to the office accordingly. Our Thailand transport guide can help you organise the journeys while your application is pending.
When foreign documents are recognised
Thai recognition is based on the applicable international arrangement and the vehicle category—not simply on a licence being printed in English. Sections 42 and 42 bis of the Motor Vehicle Act address foreign drivers permitted a temporary stay, with the documents required by the relevant convention or agreement available for inspection.
The DLT foreign-vehicle manual, section 7, identifies 1949 Geneva Convention IDPs and 1968 Vienna Convention IDPs, as well as the ASEAN licence route. Thailand's Vienna Convention participation took effect on 1 May 2021, confirmed by the UN depositary. Older advice mentioning only the 1949 convention is incomplete.
For the IDP route, carry your valid original domestic licence and the valid International Driving Permit issued under the applicable convention by an authorised issuer. Check that the permit actually includes the motorcycle or car category you intend to use and any restrictions. An IDP does not create an entitlement that your underlying licence lacks. Do not substitute a commercial “international driving licence” translation card or a phone image for the required documents.
The ASEAN agreement, Articles 1–3, recognises qualifying domestic licences for a temporary stay, for the classes they authorise. It excludes temporary, provisional and learner licences; a licence not in English requires a certified English translation. Check that your issuing country's licence falls within the arrangement. Nationality alone does not establish the licence's validity.
Moving to Thailand is a different planning problem from a short visit. Do not treat an IDP's printed expiry as a promise that you can use it throughout any residence situation. Give DLT your actual immigration category and intended duration and arrange a Thai licence if the foreign-document route does not apply. This guide does not invent a universal 30-, 60- or 90-day conversion deadline.
The DLT manual's separate 30-day temporary licence procedure concerns travellers bringing foreign vehicles through its organised foreign-vehicle permit process. It is not evidence that every tourist can obtain a general 30-day licence at any office. Its vehicle-permit limits also are not general IDP driving limits.
A scooter is not a car-licence exception
A 125 cc automatic rental scooter is a motorcycle for this decision. Thailand expressly declared that it treats mopeds as motorcycles under the Vienna Convention. Neither an automatic gearbox nor a rental company's willingness to hand over the keys supplies motorcycle entitlement.
If your entitlement is restricted by engine size, power or transmission, check the actual vehicle against it. Confirm the rental company's minimum age and document policy, and ask the insurer about the specific rider, vehicle and licence; acceptance at the rental counter is not an insurance determination.
For a Thai first licence, the DLT service handbook gives a normal minimum age of 18. Its exception starts at 15 for motorcycles no larger than 110 cc. That exception does not cover a 125 cc scooter.
Scope: This guide covers ordinary private-car and ordinary motorcycle licensing. Large/high-powered motorcycles can have separate evidence and testing criteria; obtain the exact requirements for that vehicle from DLT rather than treating the ordinary process as permission to ride it.
Prepare your file in the right order
First choose a DLT office and confirm the service and available date. Next resolve residence evidence and any foreign-licence certification. Obtain the medical certificate close enough to submission that it remains valid. Bring originals and signed copies as requested; ask whether two applications require separate sets.
The legal document basis is the 2020 ministerial regulation, clauses 3–4, and DLT's 2021 procedures, clause 9, read with amendment 2/2021, effective 1 April 2021. The DLT work manual supplies the operational checklist.
| Evidence | What to prepare and who supplies it | What can cause a wasted visit |
|---|---|---|
| Identity and immigration position | Passport or the applicable recognised identity/travel document, plus current visa, entry and extension records so DLT can assess your actual stay. | Showing only an old visa page; assuming a marriage certificate establishes your current immigration status. |
| Residence/address evidence | An applicable residence document, qualifying work permit/electronic work permit or SMART Visa evidence, or official evidence of residence issued by a Thai authority, foreign government agency or international organisation. Ask DLT which option fits you. | Assuming a lease, hotel booking or TM30 receipt automatically substitutes for the required official evidence. |
| Work-permit option | Bring the current permit and the information showing the name/address of the workplace specified in the rule. HR can help obtain the relevant record; DLT decides whether it meets the requirement. | Assuming every electronic permit display contains all the necessary address information. |
| Official address certificate | Ask Immigration about its residence-certificate service, or your embassy/consulate whether it actually provides a suitable certificate. The DLT procedural rule gives the official residence-evidence route a one-year maximum age before application. | Confusing that ceiling with a guarantee that any document issued within a year proves your current address; ignoring the document's own expiry or the receiving office's evidence instructions. |
| Medical certificate | Ask a licensed doctor for the driving-licence certificate and disclose relevant conditions. The legal rule follows the validity specified by the certifying doctor; if none is specified, the maximum is one month from issue. The practical DLT manual asks for a certificate no older than one month. | Buying it before securing a distant appointment, or treating “one month” as an invented universal 30-day rule. |
| Foreign licence for conversion | Original valid government-issued licence for the same vehicle category, and copies. Bring your IDP too if relying on treaty documents. | Expiry, an unclear category, a learner entitlement, or a car licence presented for motorcycle conversion. |
| Translation/certification | If the licence is not in English, the procedural rule specifies a Thai or English translation certified by the applicant's embassy or consulate. | Paying a translator before confirming certification. Some missions do not provide this service; no universal substitute is established here. |
| Existing Thai licence or course evidence | Bring the existing licence for an upgrade/renewal, or the exact DLT-recognised school/course certificate for the application. | Treating a training-only certificate as proof that both examinations were passed. |
A spouse or retiree does not need to invent employment to use an alternative official residence-document route. Ask Immigration or the mission for its own application checklist, fee and collection arrangements; DLT's acceptance rule does not guarantee that another authority will issue a certificate to every applicant.
Tourists: the temporary-licence and five-year private-licence routes have different status conditions. The 2021 amendment expressly excludes tourism, sport, transit and specified specially tolerated migrant-worker stays from the ordinary private-licence upgrade/renewal route. Do not turn that restriction into a blanket claim that no tourist can apply for a temporary Thai licence. Equally, do not promise a visa-exempt visitor that a passport and hotel booking suffice. Ask DLT to assess your precise status and address evidence before arranging tests. For immigration planning beyond this application, see work and long stays.
Conversion: what the accepted foreign licence changes
Conversion means DLT assesses an existing entitlement and applies the corresponding exemptions. It does not mean every foreign card can be exchanged automatically.
The readable 2022 DLT notice, clause 6 and Appendix 2, provides for an ordinary foreign applicant with a valid same-category government licence to complete at least one hour of training and physical testing, with the theory and driving tests treated as passed. Both the car and motorcycle rows must be considered separately. A recognised treaty document and an approved school certificate have their own evidence rows; ask which one DLT is applying to you.
What you can count on: DLT has a published conversion application route and document list, not a guarantee that every foreign licence exempts you from theory or road testing. Ask the receiving office which tests it will require for your actual licence and vehicle category. A 2024 Gazette change removed an extra public-passenger-car test; it did not grant a private foreign-licence conversion waiver.
Once DLT confirms your route, attend document review, complete the required activities, pay the official fee and check the issued card. If the foreign licence is rejected, ask whether the problem is an expired entitlement, missing certification, category mismatch or a legal exclusion. Fix the identified evidence problem or request the normal testing route; repeating the same incomplete application elsewhere is not a solution.
Example: Lina has a valid foreign car licence and wants to commute by car and scooter. She asks DLT to assess car conversion and a first motorcycle licence separately. Passing the car application will not permit her to ride while she waits for motorcycle testing.
First Thai licence: the testing route
The DLT first-licence handbook describes this sequence for an applicant without qualifying course/test evidence:
- Book and submit the correct application. DLT checks your identity, documents and qualifications. Identify car, motorcycle or both.
- Complete physical testing. First applications include the relevant reaction and vision checks. Do not apply the 2026 renewal concessions below to a first application.
- Complete five hours of training. Ask about the actual language and course arrangements before booking.
- Pass the theory test. The verified pass threshold is 90%. Confirm the available language and permitted assistance; do not assume a translator can accompany you into an examination.
- Pass the relevant practical test. Ask about the test vehicle, helmet for motorcycle testing, insurance arrangements and whether the driving test requires a separate appointment. Arrange lawful delivery of a test vehicle if you cannot drive it yourself.
- Pay and check the licence. Check your name, passport details, vehicle category and expiry before leaving.
The handbook requires training and testing to be completed within 90 days of the application. This is a file-completion deadline, not permission to drive for 90 days. If you fail, obtain the retest appointment and remaining file deadline immediately; ask which passed elements remain credited. Do not assume every failed element can be repeated the same day.
A DLT-recognised driving school can be a practical alternative if you need instruction or the office's training schedule is unsuitable. Ask DLT to confirm recognition and exactly which certificate it accepts. The official handbook distinguishes a completed recognised training-and-test course from a training-only course, which still leaves examinations to complete. Obtain a written price and the remaining DLT steps before enrolling; course fees are separate from licence fees.
Appointments and delays
Start with DLT Smart Queue or the receiving DLT office. State that you are a foreign passport holder and identify conversion, first issue, temporary-to-private upgrade or renewal. Ask whether the office requires a separate slot for each vehicle category. Portal availability and appointment inventory were not tested in this review.
DLT's newer walk-in and weekday notice: On 15 May 2026, the Thai Government published DLT's nationwide announcement that first-licence training and testing would be offered Monday–Friday, with some high-demand locations potentially offering additional weekend sessions. It expressly allows walk-in enquiries, but warns limited classroom places can prevent same-day training; staff may schedule a later slot instead. Do not take this as a guaranteed foreign-passport walk-in approval or a promised completion time. Ask the particular DLT office about your vehicle category, documents, available instruction language and capacity before travelling. The same notice warns against social-media agents claiming to arrange licences online; official DLT enquiries go to 1584.
Use this message before travelling:
I hold a [country] licence for [categories], expiring [date], and my Thai permission to stay is [category], until [date]. I want [car/motorcycle/both], by [practical deadline]. My address evidence is [document and issue date]. Please confirm whether I should book conversion or testing, the accepted originals/copies and certification, training/test language, and whether I need separate appointments or document sets.
If there is no suitable appointment, contact the office about cancellations, any applicable walk-in arrangement or another office that can process your case. The procedural rule provides for Bangkok area offices, provincial offices and branches, but it does not promise every service or a walk-in place at every location. For a procedural disagreement, ask the licensing supervisor for the applicable rule; DLT 1584 is the published enquiry/complaint contact.
Keep four dates together: your current driving-document expiry, permission-to-stay expiry, certificate validity and appointment/file deadline. A booking does not extend any of them. A handbook's processing-hour estimate also is not a promise of same-day completion or an appointment waiting time.
Fees, validity and the next renewal
These are the published application-plus-licence fees for ordinary private categories, cross-checked against the DLT handbooks and work manual. Budget separately for a doctor, certification, copies, transport and any school course.
| Licence | Car | Motorcycle |
|---|---|---|
| Initial temporary Thai licence | THB 200 + 5 = 205 | THB 100 + 5 = 105 |
| Ordinary private licence upgrade/renewal | THB 500 + 5 = 505 | THB 250 + 5 = 255 |
Two initial applications therefore have THB 310 in the listed licence/application fees; that is not an all-inclusive price.
Section 44 of the Motor Vehicle Act gives the initial temporary licence a two-year term and the ordinary private car/motorcycle licence a five-year term, with the latter's birthday-alignment rule. Use the actual printed expiry. A licence's term does not extend immigration permission or give work rights.
For the ordinary private licence, the temporary licence must have been held for at least one year, and the applicant must meet the status and other qualifications. The upgrade handbook also addresses driving-history restrictions; it is not an automatic reward for reaching an anniversary. A tourist excluded from this route should ask DLT about the applicable temporary-licence procedure rather than book an ineligible five-year application.
For an ordinary private renewal, the 2021 amendment permits application up to six months before expiry. Prepare the old licence and current identity, address and medical evidence. The 2022 notice's ordinary renewal baseline requires at least one hour of training, increasing to two hours when expired more than one year. Expiry over one year adds theory testing; expiry over three years adds practical testing too. The temporary-to-private route has its own training/exemption provisions, so identify the transaction correctly.
What changed for physical testing in 2026?
In its 20 June 2026 announcement, the DLT spokesperson explained the office renewal procedure:
- Colour-vision testing is for first applications; it is not required again on renewal.
- Renewing applicants aged 55 or younger, whose licences have not expired by more than one year, are exempt from the foot-reaction test; peripheral and depth-vision tests remain.
- Applicants over 55, and applicants whose licences expired more than one year ago, still undergo foot-reaction and those vision tests.
For a foreign passport holder, plan renewal through a DLT office or an expressly approved channel until DLT confirms that your exact transaction is offered entirely online. Online training alone is not an issued licence, and DLT warns about agents falsely promising licences. For office questions use 1584.
When the straightforward route fails
| Obstacle | Useful next action | Safe fallback |
|---|---|---|
| No address certificate; embassy does not issue one | Ask the receiving DLT office about the Immigration-issued certificate or another document expressly covered by the rule; obtain that issuer's checklist. | Delay the application and use transport you are entitled to use. A private letter is not automatically an equivalent. |
| Embassy will not certify your licence translation | Ask DLT which authenticated evidence it can lawfully accept for your licence, then ask the issuing authority/mission whether it can provide it. | Apply through the ordinary testing route if eligible; do not buy an uncertified translation on a promise. |
| Foreign licence expired or the required category is missing | Ask the home issuer about renewal/replacement or category evidence; ask DLT whether you instead need a first-category application. | Do not drive that category while waiting. An IDP does not repair the missing entitlement. |
| No appointment before documents expire | Request a suitable later slot and recalculate document validity; ask about another competent office or recognised school. | Reschedule the rental/commute plan; a booking is not an extension. |
| Medical or physical-test difficulty | Ask the examiner which requirement failed and the doctor whether appropriate medical evidence or assessment is needed. | Follow the documented assessment/retest route, rather than buying a certificate that hides the condition. |
A difficult visitor case: Sam has a valid car licence and car-only IDP, a 125 cc scooter reservation tomorrow, and only a hotel booking. He cannot use the car documents for that scooter. His immediate action is to change the rental/transport plan, then ask DLT whether his actual status and obtainable residence evidence permit a motorcycle application within his trip. If they do, he can arrange training and testing; if they do not, the useful outcome is a workable trip without riding unlawfully—not an invented licensing shortcut.
Before your next step, answer these five questions
- Which exact vehicle will I drive, and where is the matching category shown on my valid licence and any required IDP?
- Am I using a recognised foreign-document route, converting an existing category, or taking the Thai tests—and which DLT office has confirmed it?
- Who will supply my accepted address evidence, medical certificate and any certified translation, and will each remain valid on submission day?
- What are my driving-document, stay, appointment and application-completion dates, and what transport will I use if they do not align?
- If DLT rejects my document or cannot offer a slot, what precise correction or alternative route will I request today?
